Intro
The Draft Budgetary Plan (DPB) was established by Regulation (EU) No 473/2013. Specifically, Article 6 of the Regulation states that, by 15 October of each year, the Member States shall transmit to the European Commission and the Eurogroup a draft of the DBP for the following year which shall comprise a series of tables that show:
- the macroeconomic forecasts highlighting the contribution of the various factors to growth, the evolution of prices, the labour market and the performance of foreign accounts;
- the budget balance target for the public administrations, broken down by subsector;
- the projections of the main revenue and expenditure items of the public administrations at unchanged policy;
- revenue and expenditure targets for the main components of the income statement of the public administrations;
- the description and quantification of the policy measures included in the budget package;
- the level of public debt and information about the factors that determine its evolution;
- relevant information on general government spending related to education, health and active employment policies;
- measures in response to country specific recommendations of the European Commission.
The DPB 2025 was sent to the European Commission, the Eurogroup and Parliament. In addition to the usual mandatory content, the Document contains supplementary information required by the recent review of the European economic governance and consistent with the Medium-Term Fiscal Structural Plan 2025-2029.
